Automotive Package: Commission advances discussions on clean and competitive mobility

Following the European Commission’s presentation of a new set of measures to support the transition of the automotive sector towards clean mobility, DG CLIMA and DG MOVE have been exchanging with the European Parliament, Member States, and stakeholders in recent weeks. 

Two major and complementary proposals are currently under discussion: the revision of the CO2 standard proposal and the corporate fleets initiative. These exchanges form part of the Commission’s ongoing commitment to transparent and cooperative engagement throughout the legislative process.

The Automotive Package is built on a clear objective: ensuring that Europe delivers on its climate-neutrality commitments while strengthening its industrial base and strategic autonomy. The two proposals were developed based on input from Member States, experts, industry stakeholders and civil society, and informed by rigorous impact assessments which are available to all [see Resources].

On the supply side, DG CLIMA demonstrated on 13 March how the revision of the CO2 standard proposal confirms the trajectory towards zero-emissions mobility by 2035 and remains aligned with the European Climate Law. Manufacturers will indeed continue to deliver a 90% reduction in emissions, with any flexibility subject to strict and measurable compensation mechanisms ensuring that every tonne of CO2 remains accounted for.

In her speech addressed to the European Parliament, Commissioner Pomili Pomili notably stated: “Climate change is a transboundary challenge, and only coordinated action at the Union level can deliver effective results, in full respect of subsidiarity and proportionality. Our task as policymakers is not only to set targets for 2050. It is to bring everyone, including the backbone of our industrial base, with us.”

On the demand side, our colleagues from DG MOVE explained how the Corporate Fleets initiative contributes to accelerating market uptake of zero-emission vehicles. By leveraging the higher turnover in corporate vehicles to increase the second-hand market supply, the regulation will support a fairer and smoother transition.

In the past few weeks, members of the Commission have made sure to offer legal and technical support to interested parties – answering their concerns with concrete and data-based analyses – and will continue to do so in the coming weeks. 

The Commission looks forward to today’s discussions and remains committed to continued collaboration with Council and Parliament to finalise this landmark legislation.
