Just hours before the plenary vote, a conference organized at the European Parliament highlighted the anxiety of insular and peripheral territories facing the transition to all-electric mobility. The Challenge: Old Vehicles and Overloaded Grids<\/strong><\/h3>\n\n\n\n

The Greek representative, Gemma Terres, delivered an alarming assessment: with an automotive fleet averaging around 16 years of age (one of the oldest in Europe), her country relies heavily on the secondhand market. If the transition moves too quickly, electric mobility risks becoming a vector for social exclusion.<\/p>\n\n\n\n

Furthermore, island power grids, which are already severely strained by summer tourism, simply could not handle massive vehicle charging without risking blackouts. Cyprus perfectly illustrates this infrastructure gap, with only 42 charging points across its entire territory.<\/p>\n\n\n\n

An Unprecedented “North-South” Coalition<\/strong><\/h3>\n\n\n\n

To gain leverage against major industrial states during the trilogues, a surprising alliance was formed. Denmark, which initially championed amendments to protect countries subject to cold climates, joined forces with the Mediterranean islands.<\/p>\n\n\n\n

Faced with a glaring lack of infrastructure, Cyprus advocated for a strategy of “reverse pressure”: by legally forcing manufacturers to produce clean vehicles, prices will drop. Citizens, drawn to these affordable vehicles, will then put pressure on their own mayors and governments to demand the installation of charging stations.<\/p>\n\n\n\n

Victories Carved in Stone<\/strong><\/h3>\n\n\n\n

Driven by the S&D group and the Maltese delegation, this alliance successfully secured two essential legislative guarantees to protect these regions:<\/p>\n\n\n\n

  • Recital 24a: It states in black and white that the transition must be “geographically balanced” and recognizes the unique structural challenges faced by islands and peripheral regions.<\/li>\n\n\n\n
  • Article 14a: A genuine accountability mechanism, it forces the Commission to regularly evaluate the effectiveness of financial measures, “particularly in the regions and communities most affected, including islands.”<\/li>\n<\/ul>\n\n\n\n

    To ensure these victories do not remain a dead letter, the coalition is already preparing an official letter to the Directorate-General for Climate Action (DG CLIMA).
