After weeks of procedural chaos, worker protests against potential mass layoffs, and intense political battles, the EU negotiations on cleaning up corporate vehicle fleets are in their final stretch. At a press conference hosted by the Financial Times, negotiators stated they want a final deal by Friday. The current compromise is a mix of practical choices and legal trade-offs.<\/em><\/p>\n\n\n\n

“Made in EU”: A Divisive Protectionism<\/strong><\/h3>\n\n\n\n

Negotiators are still fighting over how to define if a vehicle is truly European. The S&D group demands a strict, legally binding 70% European manufacturing rule written directly into Article 1, refusing to hand this power over to the Commission. The EPP has finally supported this 70% limit in the main text, though they are okay with letting the European Commission handle the technical details. Meanwhile, the Commission prefers using existing laws like the upcoming Net-Zero Industry Act to keep things stable. However, an Austrian MEP warned that blocking cheaper foreign cars risks making the green transition completely unaffordable for small businesses.<\/p>\n\n\n\n

Social Leasing Hopes Fade<\/strong><\/h3>\n\n\n\n

The plan for a “second-hand social leasing” program\u2014meant to help low-income families afford clean cars\u2014is falling apart due to legal hurdles. Recognizing this difficulty, the S&D group now suggests making the program voluntary for EU countries or simply adding it to the non-binding introductory text (recitals<\/em>).<\/p>\n\n\n\n

To bypass this issue, Spain and the Renew group are betting on market forces: they argue that forcing big companies to buy electric cars will naturally flood the second-hand market with cheap, used EVs in three to four years. The EPP simply proposes that national plans monitor these second-hand prices.<\/p>\n\n\n\n

One of the most notable moments in these final talks was a major legal mistake affecting small and medium-sized enterprises (SMEs). During the press conference, a representative from Leaseurope pointed out a worrying contradiction. He explained that while Article 3 clearly protects SMEs by only applying the rules to large corporations, the wording in Article 4 accidentally ruins this. Article 4 bans EU member states from giving any financial aid to company cars that do not meet strict low-emission and “Made in Europe” rules. Because of this bad wording, SMEs are accidentally caught in the net, putting them at risk of losing their government subsidies.<\/p>\n\n\n\n

In response, Yeva Kimakovych, the coordinator for the EPP, made a surprising confession. She confirmed that her group knew all about this mistake, had discussed it internally, and had passed the information to their negotiators for the day’s meetings. Yet, the EPP decided to leave the text uncorrected. Kimakovych explained that explicitly adding the SME protection back into Article 4 would create a “legal inconsistency,” which might force them to rewrite and add that same line to every single article in the law. To avoid starting new political fights with other parties and risking a last-minute collapse of the entire deal, the EPP chose to stick with the original general exclusion, even if it leaves small businesses in a dangerous gray area.<\/p>\n\n\n\n

No “Blank Checks” for Charging Stations<\/strong><\/h3>\n\n\n\n

Finally, the fight over special delays for countries that lack enough electric car charging stations is keeping negotiators divided. Spain and the EPP are defending a system that would give these lagging countries extra time to meet the targets based on their missing infrastructure. However, the Commission and the S&D group completely refuse to allow this, calling it a “blank check.” They worry that giving countries too much flexibility will take away their reason to invest in charging networks, which would ultimately weaken Europe’s overall climate goals.<\/p>\n\n\n\n

Despite these deep disagreements, the focus has turned to finishing the deal. EPP coordinator Yeva Kimakovych urged all sides to drop their egos and “petty drama” so they can finalize the text. The Commission remains very optimistic and hopes for a formal vote by this Friday.
